Overcoming difficulties caused by the Covid-19 epidemic, Hai Duong has created an enormous turning-point in improving the investment and business environment and been recognized by the business community with an impressive surge in its Provincial Competitiveness Index (PCI) ranking.

In 2021, despite great challenges because of the epidemic, Hai Duong made a spectacular progress in the PCI rankings. From the 47th position in the middle group with 62.52 points in 2020, the province scored 5.13 more points to rank 13th nationwide, topping 20 provinces and cities with good rankings in 2021.

Hai Duong was also rated as one of 10 localities with good infrastructure for business development.

This was also the year the province had got the highest PCI ranking in the past 17 years and far exceeded the set target to be one of 20 highly-ranked localities by 2025.

Hai Duong was the fastest-growing locality on the track as leaping 34 places in the PCI rankings after only one year.

Of 10 sub-indexes, eight scored higher points, including Proactivity of Provincial Leadership with 8.24 points, up 3.15 points; Policy Bias with 8.38 points, up 3.25 points; Land Access with 7.37 points, up 0.85 points; etc. Two declining sub-indexes were Entry Costs and Labor and Training with 7.24 and 6.64 points, down 0.34 and 0.82 points, respectively.

These were impressive results of unremitting efforts of authorities at all levels in the province to successfully realize the dual goal of fighting the epidemic and ensuring production.

Hai Duong entered 2021 with unprecedented difficulties as a hot spot of the Covid-19 epidemic with the business environment as the center of the epidemic. Many production and business activities were interrupted, supply and demand chains were broken, making enterprises worried and workers bewildered.

Nonetheless, thanks to right and flexible directions suitable to the actual situation, Hai Duong authorities accompanied businesses to overcome the most difficult period to develop production. Effective anti-epidemic measures with Covid-19 vaccine coverage as the focus helped enterprises quickly stabilize production and business.

Aside from efforts to fight the epidemic, the provincial authorities were also determined to strongly improve the investment environment to motivate businesses’ development. This was one of three breakthrough stages set at the 17th provincial Party Congress as a premise for socio-economic development goals.

The provincial leaders’ innovations in thinking and vision in investment promotion had great effect on investors. Therefore, many enterprises in South Korea, Japan, India, etc. expressed their desire to cooperate and invest in front of the province's goodwill.

Especially, Resolution 08-NQ/TU of the provincial Party Committee’s Executive Board on strongly improving the business and investment environment and the provincial competitiveness in the 2021 – 2025 period was the first step for breakthroughs of the province to increase its PCI ranking and build trust with businesses.

Speaking after the PCI announcement ceremony, Chairman of the provincial People's Committee Trieu The Hung affirmed that this result was the foundation and premise for the province to continue making breakthroughs and become a reliable destination of investors and businesses.
