Subjectiveness, inattention in Covid-19 prevention and control unacceptable

The Hai Duong provincial Party Committee’s Standing Board held a meeting on August 26 afternoon to comment on some measures for Covid-19 prevention and control in the province.

Concluding the meeting, Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the provincial Party Committee, Chairman of the provincial People’s Council, stressed that the hotbed at 36 Ngo Quyen street had basically been controlled, but a new one had arisen at Hieu Trang shop in Lien Hong commune in the same city of Hai Duong.

The pandemic situation in Hai Duong city was still complex and uncontrollable. Subjectiveness and inattention were unacceptable but active businesses must be supported and conditions must be created for people to live at a relatively normal level. Hai Duong city authorities should consider loosening a number of essential services.

The Secretary of the provincial Party Committee was yet to allow restaurants to serve food on the spot but since eating was an indispensable need, take-away and home delivery were accepted.

He agreed to let people take exercise but distance must be ensured and the best anti-pandemic measures (including face mask wearing) must be taken. Functional forces would fine anyone going out without wearing a face mask.

In the long-term, restaurants could be open but must ensure pandemic prevention, such as partition arrangement. Crowded public gatherings and sport, musical, and religious activities were still banned.

The Department of Home Affairs and the provincial Fatherland Front Committee should work with the provincial Buddhist Sangha’s Executive Board about no organization of crowded Vu Lan ceremonies (events held for people to express their gratitude to their mothers). Online organization would depend on pagodas since this was a religious need.

Hai Duong city authorities would maintain pandemic checkpoints but should consider the necessity of 24/24 watches. Checkpoints in districts not at high risk would be temporarily removed.

Community Covid teams should be methodically and appropriately arranged depending on streets and residential areas to promote their responsibility and efficiency.

F1 cases must be seriously isolated, quarantine areas should be actively checked, and there should be more forces to control these areas.

F2 cases must be publicized and properly isolate themselves without going to the market or their neighbors’ houses because they might become patients.

Leaders of the provincial Military Command should check a case who returned from Russia. His first test was negative but the second one was positive. Did he go through Nam Sach district? The provincial Military Command must conduct inspection and report. If he entered Nam Sach district, there would be F1 cases who must be quarantined.

At the meeting, the Steering Boards for Covid-19 Prevention and Control of the province and Hai Duong city reported on the pandemic situation and proposed a number of measures for pandemic prevention and control in the city.

To date, 17 Covid-19 cases have been recorded in the city and 1,780 F1 cases have been traced, including 986 people related to the hotbed at 36 Ngo Quyen street and 429 others related to Hieu Trang shop.

There are 4,469 F1 and F2 cases in the community and 2,618 others in quarantine areas. 819 people are being isolated in concentrated quarantine areas and 470 others have completed concentrated quarantine.
