Addressing the January meeting of the Standing Board of the Hai Duong Provincial People's Council (PPC) on January 3 afternoon, Mr. Nguyen Manh Hien, Member of the Central Party Committee, Secretary of the Provincial Party Committee, PPC Chairman, appreciated results of activities of the Standing Board and other boards of the PPC in 2017.
Mr. Nguyen Manh Hien clearly stated that despite a lot of difficulties, the PPC's boards basically accomplished the working program set forth with great determination.
The quality of regular and thematic supervision was ensured.
Questioning and explanation at sessions of the PPC's Standing Board were hailed by authorities, sectors, and voters in the province, contributing to solving some urgent issues in localities and helping State management agencies realize and promptly remedy limitations.
The administration of the chairmen of the sessions was increasingly innovated with thoughtful assignment and preparation of the contents of discussions and questioning sessions. Unnecessary contents not fully prepared were resolutely excluded from the sessions' agenda.
The resolutions approved at the sessions basically fitted and concretized the Provincial Party Committee's guidelines and met local socio-economic development tasks and legitimate aspirations of voters, etc.
Mr. Nguyen Manh Hien also pointed out some difficulties and limitations needing remedying during preparation for sessions and coordination with relevant bodies.
The PPC chairman recommended the PPC's boards to continue to drastically improve the preparation for and service of sessions and pay attention to the smallest details and contents.
The PPC boards must further innovate the drafting of resolutions of sessions, conduct access and appraisal right from the drafting stage.
Regarding coordination, Mr. Nguyen Manh Hien required the standing vice chairwoman of the PPC to urge the Provincial People's Committee to prepare the contents to be presented at sessions and the PPC boards to carefully consider and assess every content before reaching agreement at joint sessions.
He basically agreed to the monitoring program of the Standing Board and the other boards of the PPC and required review of contents and reasonable arrangement of time and place to avoid overlapping with the inspectorates of other boards and sectors.
The official ordered supplementation of administrative reform, mineral mining management, and improvement of the investment and business environment to questioning contents at sessions in 2018.
To avoid insufficient attendance of delegates and guests, the PPC chairman asked the PPC's office to assign specialists to be in charge of departments, sectors, and groups of delegates to promptly report to the chairperson for criticism right at sessions.
At the meeting, the PPC's boards and office focused on discussing and assessing the results of activities in 2017 and preparing the 2018 working program, the assignment of the implementation of the 2018 monitoring program of the Standing Board and the other boards of the PPC, the 2018 citizen reception program of the PPC's Standing Board, the conclusion of the PPC's Standing Board on supervising the responsibilities of leaders of agencies, departments, sectors, and localities in receiving citizens and handling their complaints and denunciations in 2016 and the first half of 2017...
