Secretary of the Provincial Party Committee Nguyen Manh Hien directed Hai Duong branch of the State Bank to increase loans for small- and medium-sized enterprises
Mr. Nguyen Manh Hien, Member of the Central Party Committee, Secretary of the Hai Duong Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Vu Van Son, Standing Deputy Secretary of the Provincial Party Committee; Mr. Nguyen Duong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, Head of the Provincial Delegation of National Assembly Deputies; and representatives of some relevant departments, boards, and sectors on December 29 afternoon inspected the finalization of fiscal records.
The inspected units consisted of the Finance Department; the Provincial State Treasury; the Provincial Taxation Department; the Hai Duong Customs Sub-department; and Hai Duong branches of the State Bank, the Vietnam Bank for Social Policies, the Joint Stock Commercial Bank for Foreign Trade of Vietnam, the Joint Stock Commercial Bank for Investment and Development of Vietnam, the Vietnam Joint Stock Commercial Bank for Industry and Trade, and the Vietnam Bank for Agriculture and Rural Development.
After hearing the units report on financial and credit situation in 2017, the leaders of the Provincial Party Committee, People's Council, and People’s Committee praised the efforts of the agencies and units over the past year. Their achievements positively contributed to accomplishing the provincial socio-economic development tasks and targets in 2017.
Though this is the 1st year of self-control of revenues and expenditures, the agencies and units tried to help the province fulfill budget revenue tasks and well control spending sources.
Assessing that in 2018, the economy would still face many difficulties and challenges, the provincial leaders desired the financial and banking sectors to continue striving and maintaining solidarity to well implement tasks in the new year.
The provincial leaders award certificates of merit to typical enterprises in payment to the State budget in 2017
On this occasion, the provincial leaders suggested that the provincial branch of the State Bank direct credit institutions in the province to increase loans for production and business, especially for small- and medium-sized enterprises; facilitate lending following the Government’s priority programs with special importance attached to loans for the development of hi-tech and clean agriculture and the processing of agricultural products; strengthen the control of bad debts; and endeavor for the credit growth in 2018 to be higher than the national average.
The State Treasury should ensure correct and sufficient spending and comply with spending principles.
Speaking at a get-together with typical enterprises in payment to the State budget in 2017 held at the Provincial Taxation Department, Mr. Nguyen Manh Hien, on behalf of the provincial leaders, commended enterprises with positive contributions to the State budget.
The Secretary of the Provincial Party Committee asked departments, boards, sectors, and local authorities to continue standing side by side with and helping businesses overcome difficulties.
Credit institutions should continue to accompany enterprises and especially support startups to help the startup movement in the province thrive.
The Secretary of the Provincial Party Committee required the tax sector to take drastic measures right from the beginning of the new year to manage taxes, nourish sources of revenues, and strive to accomplish the estimates assigned by Central bodies.
The agencies and units reported their achievements in 2017 and directions and tasks for 2018 to the leaders of the Provincial Party Committee, People's Council, and People’s Committee.
By the end of December 29, deposits of local credit institutions had exceeded VND86,000 billion (an increase of 17.2% over the end of 2016), and outstanding loans had surpassed VND65,000 billion (a rise of 16% against the end of 2016). Bad debts accounted for 1.3% of the total outstanding loans.
Credit activities in the province efficiently and safely grew and promptly provided financial support for organizations and individuals to develop production and business.
The total State budget revenue had amounted to over VND14,500 billion by the end of December 29, 16% higher than the year’s estimate. Of which, domestic revenue reached more than VND11,000, exceeding the year’s estimate by 6.5% and up 27.6% year on year.
VND2,600 billion was invested in development, 96.1% higher than estimated.
By December 29, the Hai Duong Customs Sub-department had processed procedures for more than 272,960 sets of export and import declarations, an increase of 10% compared with the same period in 2016. VND3,312 billion in taxes were collected, surpassing the year’s estimate by 57.7% and surging by 42% over 2016.
The Hai Duong Customs Sub-department was one of a few units under the Hai Phong Customs Department that fulfilled or overfulfilled the norm of collection for the State budget before the deadline.
