Since the beginning of the year up to now, the Covid-19 Pandemic has dragged down the growth targets and plans of many enterprises (DN).

Faced with heavy effects of the pandemic, Hai Duong provincial Tax Bureau, the regional and municipal Tax Departments have reviewed and made a list of taxpayers to inform them of the contents of Decree No. 41/ND-CP dated 8th April 2020 by the Government on the deadline extension of payment of land rent, value added tax, personal income tax for individuals, groups of individuals and business households. By end of August, 173 enterprises submitted application dossiers for deadline extension with a total amount of over 46 billion VND.
Regarding the implementation of the Resolution No. 42/NQ-CP dated 9th April 2020 of the Government and Decision No. 15/2020/QD-TTg dated 24th April 2020 of the Prime Minister, by end of August, the taxation sector has received the applications requesting for support from 914 business households via the commune People's Committees. After appraisal, 881 households were eligible and supported by the provincial People’s Committee.
Recently, banks also exempted and reduced interest rates, extended the repayment term to help customers, especially enterprises overcome difficulties caused by Covid-19. The Southeast Asia Commercial Joint Stock Bank (SeABank)- Hai Duong Branch has established the Covid-19 Prevention Commission to implement the customer support policies. SeABank Branch and the network of 6 transaction offices in the whole province have extended the repayment term for nearly 70 customers with a total outstanding balance of nearly VND 40 billion, reduced interest rates for nearly 100 customers.
According to the State Bank- Hai Duong Branch, as of 16th October, banks in the province have extended the repayment term for 631 customers with a total outstanding balance of VND 1,885 billion; exempted, lowered and reduced interest rates for 13,583 customers with a total outstanding balance of VND 27,501 billion.
In order to bring useful market information to businesses, the provincial Department of Industry and Trade has collected, processed and provided nearly 1,000 pieces of news and articles via the Department’s website and the mass media. The Department has printed hundreds of provincial business directories to promote stronger business links among enterprises inside & outside the province and many other support programs.
Besides, activities such as management skill training, market analysis, promotion and proliferation have had a positive impacts on businesses. In early October, the Trade Promotion Center (under Department of Industry and Trade) coordinated with the Business Associations inside and outside the province to organize a trade promotion delegation. The delegation consisting of representatives of 40 enterprises, production bases and cooperatives have visited production models to study about investment opportunities, to connect the supply and the consumption of products and to attend the Tay Bac- Son La Agricultural Trade Fair 2020 held in Moc Chau town, Moc Chau district (Son La).
The Provincial People's Committee has had many solutions to support businesses such as permitting foreigners to enter into the province, giving them medical quarantine at hotels, helping enterprises to overcome difficulties due to lack of foreign laborers.
Mr. Nguyen Huu Hiep, Deputy General Director of Chu Dau Pottery Joint Stock Company, said: “The support programs for enterprises, especially for small and medium scale ones, are a timely source of encouragement to help the business community step by step stabilize their production and trade, creating growth momentum for them”.
