At a meeting with a delegation from the provincial People's Committee on June 12, the director-general of Jaks Power Co., Ltd. said in the past time, his company tried to accelerate the construction progress of Hai Duong BOT Thermal Power Plant in Kinh Mon.
As planned, the first set of machinery of the project should have been put into operation at the end of February and connected to the national grid in March 2020.
However, Covid-19 greatly affected the progress of the project. Especially, a trial run of the set had to stop from January for lack of Chinese experts and workers.
To run the machinery, Chinese experts and workers are indispensable. There are positions that require high technical qualifications and seasoned experience in management and foreign languages. Therefore, Vietnamese laborers cannot meet the requirements in a short term but need time for training and conversion.
In the absence of Chinese experts and workers, the company has actively organized the local workforce to remove defects of the set.
The firm also commenced the construction of a hydrogen production station and finished building a safe traffic system, conveyor pipes, and some other items.
In parallel with that, epidemic prevention measures were taken and preparations to pick up Chinese laborers eligible to re-enter Vietnam were made.
Thanks to the Vietnamese Government's attention to removing difficulties, in early May, the provincial People's Committee agreed to let 513 Chinese workers of Jaks Power Co., Ltd. enter Vietnam. To date, 446 of them have arrived in Hai Duong and completed medical quarantine. At present, 688 foreigners are working at the plant construction site.
Leaders of Jaks Power Co., Ltd. affirmed that upon the return of Chinese experts and workers, the enterprise would accelerate the construction progress, give another trial run to the entire first set of machinery this July, complete grid connection and the first generation time of the set, and start commercial generation in September.
At the above-mentioned meeting, Standing Vice Chairman of the provincial People's Committee Vuong Duc Sang also affirmed that the operation of the Hai Duong BOT Thermal Power Plant would positively affect the socio-economic development of Hai Duong as well as Vietnam.
He assigned the Department of Labor, Invalids, and Social Affairs to proactively help the enterprise with labor entry and suggested that the company should speed up the construction progress. Hai Duong authorities would create all favorable conditions for the firm to soon put the plant into effective operation.
|Hai Duong BOT Thermal Power Plant is designed to have two sets of machinery with a capacity of 600 MW each. The annual electricity output is expected to reach 7.5 billion kWh.
With a total foreign direct investment of about USD2.2 billion, the plant is being built on an area of nearly 200 ha in Quang Thanh commune, Kinh Mon. To date, about 90% of the workload has been done.
It is expected that the first set of machinery will generate commercial electricity in September 2020 and the second set in January 2021.
